UT HPC LLM Inference API Terms of Use

These Terms of Use govern access to and use of the LLM Inference API (Service) provided by the University of Tartu High Performance Computing Center (hereinafter UT HPC), registry code 74001073, address Ülikooli 18, 50090 Tartu, Estonia.

By accessing or using the Service, the Customer agrees to be bound by these Terms of Use. These Terms of Use are supplemented by and should be read together with the UT HPC Terms of Service and the UT HPC Privacy Policy , both of which apply to the use of this Service. In the event of a conflict between these Terms of Use and the general Terms of Service, these Terms of Use take precedence with respect to the LLM Inference API.

1. Description of the Service

The UT HPC provides an OpenAI-compatible API that serves multiple open-source language models (LLM), including chat and reasoning models, transcription models, and embedding models. The endpoint is available at: https://llm.hpc.ut.ee/v1. For the current list of available models, recommended parameters, rate limits, and usage examples, please look the Service documentation.

The Service is made available through infrastructure operated by UT HPC and located in Estonia. The purpose of the Service is to enable Customers to have stronger control over their data by providing a secure way to use and process data with large language models.

Outputs generated by the Service are provided for informational purposes only and do not constitute professional advice. The Customer is solely responsible for any decisions made or actions taken based on the output.

2. Terms

  • Customer – a legal entity or individual who uses the Service for their own purposes and who is responsible for paying invoices issued for the Service.

  • Main User – the Customer or Customer appointed user, who represents the Customer's interest and manages the use of the Service on the Customer's behalf.

  • API Key – a unique credential issued to the Customer for authenticating requests to the Service. API keys must be kept confidential and must not be shared.

3. Arrangement of the Service

Service can be ordered via the minu.etais.ee self-service portal or by submitting a Service request by email to support@hpc.ut.ee. An API key will be issued upon activation of the Service.

The Customer appoints the Main User or Users to represent the Customer in matters related to the use of the Service and to manage the use of the Service on the Customer’s behalf. By using the Service, Customer agrees to pay the associated fees, which are determined based on the pricing list available at the self-service portal and on the UT HPC website. Invoices are issued at the beginning of the month following the Service usage. Customers are responsible for all activities performed under their account and APY key.

The Customer may use the Service according to their preferences and needs, in compliance with these Terms of Use, applicable Estonian law, and applicable European Union law and regulations.

4. Intended Use

The Service is intended solely for general informational purposes, content generation, and assistance with routine tasks. The Service is not designed or intended for use in high-risk or regulated contexts, including but not limited to:

  • legal advice or legal decision-making,
  • medical or health-related advice,
  • financial or credit decisions,
  • employment or recruitment decisions,
  • decisions that may significantly affect individuals’ rights or safety.

Use of the Service in such contexts is strictly at the Customer’s own risk. The Customer acknowledges that outputs generated by the Service are produced algorithmically based on input data and probabilistic methods, and the Service does not possess human judgment, awareness, or intent.

5. Limitations of Liability

The Customer acknowledges that the Service may generate incorrect, incomplete, or outdated information, it may reflect biases present in training data and operate without real-time knowledge unless specifically indicated.

UT HPC is not liable for:

  • decisions made or actions taken based on outputs,
  • any indirect, incidental, or consequential damages,
  • loss of data or business opportunities,
  • errors, omissions, or inaccuracies in generated content.

6. Customer Responsibilities

The Customer is solely responsible for:

  • managing internal user access and keeping API keys confidential,
  • immediately notifying UT HPC of any issues with the Service, unauthorized access to their account, or loss or theft of API keys,
  • evaluating the accuracy and suitability of all outputs before relying on them,
  • applying appropriate human oversight in decisions involving the use of the Service,
  • ensuring that the use of the Service complies with applicable laws, regulations, and these Terms of Use.

7. Acceptable Use

The Customer agrees not to use the Service:

  • in violation of any applicable law or regulation,
  • to generate unlawful, harmful, deceptive, or misleading content,
  • to send prompts designed to circumvent model safety measures or these Terms of Use,
  • for purposes that may result in significant harm to individuals or groups,
  • to create or distribute content that falsely appears to be human-generated, where this may mislead others.

UT HPC reserves the right to suspend or restrict access in the event of misuse, detection of security risks, or the Customer’s breach of these Terms. Where feasible, UT HPC will notify the Customer of such action and the reasons for it.

8. API Key and Account Security

API keys are issued per Customer and are used for authentication and usage tracking. The Customer must:

  • keep their API key confidential and not share it with third parties,
  • rotate or revoke the API key promptly if it is suspected of being compromised,
  • notify UT HPC immediately at support@hpc.ut.ee if unauthorized use of their API key is detected.

UT HPC is not liable for any damages or charges resulting from the unauthorized use of an API key where the Customer has failed to take reasonable precautions.

9. Use of Generated Content

The Customer is fully responsible for any use, publication, or distribution of outputs generated by the Service. Where appropriate, the Customer should ensure that AI-generated content is clearly identified as such and is not misleading.

Intellectual property rights to Customer inputs remain with the Customer. UT HPC makes no claim of ownership over outputs generated from Customer inputs.

10. Data Protection and Processing

Personal data is protected and processed in accordance with the European Union General Data Protection Regulation (Regulation (EU) 2016/679, GDPR) and the Estonian Personal Data Protection Act.

UT HPC processes personal data as a controller in accordance with its Privacy Policy . The purpose of processing personal data is to provide the Service, perform basic service monitoring and support, and issue invoices, based on contract and legitimate interest.

We automatically collect limited technical information, including:

  • IP addresses,
  • API key identifier,
  • role,
  • model used,
  • request timestamp,
  • token usage (input/output/total),
  • estimated cost,
  • request status (success/error),
  • performance metrics (for example latency).

This information is used solely for service operation, billing, usage monitoring and abuse prevention. Operational logs are retained for a limited period in accordance with our Privacy Policy .

We do not log prompts or outputs (responses), and we do not sell, trade or otherwise share your data with third parties - unless you have provided explicit written consent, or we are required under applicable law.

The Customer is responsible for ensuring that no unlawful, sensitive, or personal data is provided as input unless appropriate safeguards are in place and use of the Service complies with applicable data protection laws. Where the Customer submits personal data via the API on behalf of data subjects, the Customer acts as a data controller and is responsible for maintaining a valid legal basis for such processing.

11. Service Availability

UT HPC will carry out all maintenance work with minimal interference and will notify the Customer by email if using the Service may be disrupted. During maintenance, the operation of the service may be interfered with, however, any interference caused by maintenance is not considered as non-compliance of the service, as it is part of regular service operations. No guarantee is given regarding uninterrupted or error-free operation.

UT HPC may modify, update, or discontinue the Service or its features, introduce usage limits or restrictions, or change underlying models or technologies used at any time. If available models are changed or removed, UT HPC will notify the Customer at least 30 days in advance where reasonably practicable.

12. Responses to Security Incidents

UT HPC reserves the right to immediately implement any necessary technical measures to protect its services, data, and infrastructure in the event of identified critical security vulnerabilities, security incidents, or ongoing attacks. Such measures may include service suspension, system restarts, network traffic restrictions, temporary isolation of systems from the network, or other necessary actions, and may be carried out without prior notice.

Where feasible, UT HPC will notify affected users of the measures taken as soon as reasonably possible after their implementation.

13. Termination of Service

To terminate the Service, the Customer must either remove the active Service via the self-service portal minu.etais.ee or notify UT HPC of their intent to terminate the Service by email to support@hpc.ut.ee. Deleting data or the system alone does not terminate the Service.

The UT HPC notice period for Service termination is 30 days. Upon termination, the Customer's API keys will be revoked and access to the Service will cease.

14. Changes to These Terms of Use

UT HPC reserves the right to amend these Terms of Use as deemed necessary or as required by legislation. Users are required to review the Terms of Use upon each version change. Continued use of Service following a change constitutes acceptance of the updated Terms.
